Digital Services Act Transparency Report

Reporting period: 1 January 2025 – 31 December 2025

Introduction

The Digital Services Act (Regulation (EU) 2022/2065) (“DSA”) is an EU regulation that establishes harmonised transparency and accountability obligations for providers of intermediary services operating in the European Union. Article 15 of the DSA requires certain intermediary service providers to publish annual transparency reports describing orders received from authorities and voluntary own-initiative measures taken to enforce their terms and conditions. Telnyx Ireland Ltd (“Telnyx”) publishes this transparency report in accordance with Article 15 of the DSA and the European Commission implementing regulation laying down standard transparency reporting templates. Telnyx takes compliance with the DSA seriously and is committed to transparency, proportionality, and cooperation with regulators.

About Telnyx and scope of this report

Telnyx Ireland Ltd provides publicly available electronic communications services, including voice and messaging connectivity services. Telnyx qualifies as a “mere conduit” intermediary service provider within the meaning of Article 3(g)(i) of the DSA. Telnyx does not host user-generated content, operate an online platform, or provide a public interface for the dissemination of information. Accordingly, Telnyx is subject only to the baseline transparency obligations applicable to mere conduit providers. This transparency report covers EU-related enforcement actions taken during the reporting period. Geographic scope is determined on a best-efforts basis.

  • Telnyx routinely receives law-enforcement requests for subscriber information under applicable national laws. Such requests do not constitute orders issued under Articles 9 or 10 of the DSA and are therefore excluded from this report.

    Voluntary own-initiative measures

    (Article 15 DSA – EU accounts only) Telnyx enforces its Acceptable Use Policy through account-level restrictions, suspensions, or terminations where necessary to prevent misuse of its services. Telnyx does not apply enforcement measures at the level of individual phone numbers. Where an account is restricted, suspended, or terminated, any associated numbers become unusable as a technical consequence of the account-level action.

    a. January – June 2025

    During the period 1 January 2025 to 30 June 2025, Telnyx took voluntary own-initiative enforcement action against 2,774 EU-related accounts for violations of its Acceptable Use Policy.

    b. July – December 2025

    During the period 1 July 2025 to 31 December 2025, Telnyx took voluntary own-initiative enforcement action against 5,219 EU-related accounts for violations of its Acceptable Use Policy.

    Use of automated tools and safeguards

    Telnyx employs a combination of automated systems and human oversight to identify potential misuse of its services at the account level. Automated tools are designed to detect indicators of activity that may violate Telnyx’s Acceptable Use Policy. Where appropriate, enforcement actions are reviewed or supplemented by trained personnel. Telnyx does not deploy automated content moderation systems for user-generated content, as it does not host such content.

    Commitment to compliance

    Telnyx remains committed to meeting its obligations under the Digital Services Act and to maintaining transparent and proportionate enforcement practices. This transparency report will be updated annually in accordance with Article 15 of the DSA.
